Abstract: All developing countries, including Egypt, suffered from the problem of structural imbalances as a result of the mismanagement of economic policies adopted by those countries in the context of the process of economic development, especially after the emergence of the external debt crisis in 1982, so most developing countries implemented economic reform programmers through agreement with the Two Organizations of Burton Woods (IMF and World Bank) in order to eliminate those imbalances, The importance of research was to clarify and answer some questions, including: -
